Question:
Can people under the age of 18 (minors) participate in the Prevention of Substance Abuse and Mental Illness Video PSA Contest? If so, are they eligible to participate in the trip to the NASADAD conference in Indianapolis?
Answer:
Yes. There is no rule that all team members participating in the PSA contest must be between the ages of 18 – 25. However, the lead participant who submits the video must be between the ages of 18 and 25.
Regardless of the ages of the entrants, the PSA must target an 18 – 25 year-old audience and embrace the theme We are the ones. How are you taking action? The focus needs to be on reaching a young adult audience.
The grand prize for the PSA contest includes travel for up to four people to attend the NASADAD conference in Indianapolis, with the requirement that the lead participant/video submitter is one of the four people participating in the trip. If the winning submission has been created by a team that includes one or more members under the age of 18 (minors), an adult chaperone (21 years or older) will be required to travel with the team (and will be considered one of the four team members paid for as part of the prize). Parental consent forms may also be required for any minors on the winning team.

Cash value cannot be substituted for the contest grand prize, which includes an all-expense-paid trip for the winning team (up to 4 people) to the NASADAD Annual Meeting in Indianapolis, Indiana in June of 2011 to premiere the winning PSA.

Do I understand correctly, that the PSA must be a piece that has NOT already been used in a campaign or disseminated in any manner?

Yes, you understand correctly. As noted in the Contest Rules, the submission cannot have been submitted previously in a promotion of any kind or exhibited or displayed publicly through any means.
